Kathryn Ray

Head of Research - Employment & Skills

Kath joined Inclusion in June 2015, with over 10 years' experience in employment-focused applied policy research. She has designed and delivered research for a range of clients, including government departments and charitable foundations.Kath is a specialist in qualitative research methodology, with skills in a wide variety of qualitative methods, analytical approaches and techniques. She also has a good knowledge of survey design and analysis and a wealth of experience in designing and leading mixed methods evaluations and evidence reviews. Kath has an MA(Econ) in Social Research Methods and a PhD from the University of Manchester and prior to joining Inclusion held senior research posts at the Work Foundation and the Policy Studies Institute. She has published widely, including peer reviewed articles and book chapters, as well as policy reports.Kath's research interests include welfare reform and activation policies; low pay and in-work poverty; policies for in-work progression; and flexible working practices. She has contributed to a wide range of active labour market programme evaluations, including for long-term unemployed people, people with health conditions and lone parents. She also has a particular expertise in low pay and in-work progression. At PSI, she played a key role in the evaluation of the Employment Retention and Advancement (ERA) Demonstration, publishing several reports exploring the experiences of low-paid workers on the programme. More recently she has led an evidence review on employment pay and poverty for the Joseph Rowntree Foundation and has contributed to the design of initiatives to promote earnings progression in the Leeds City Region.At Learning and Work Insititute, Kath is managing the following projects:Evaluation of additional support for ESA WRAG claimants with an 18-24 month prognosis (DWP)Evaluation of the MyGo youth employment programme (Suffolk County Council)Evaluation of the Liverpool Youth Employment Gateway (Liverpool City Region Employment and Skills Team)Evaluation of Step-Up: Work progression among low-paid workers (Trust for London and the Walcott   Foundation) ,[email protected]"
