Best practice in designing and delivering Public Sector apprenticeship programmes

The introduction of the Apprenticeship Levy and the public sector target for apprenticeships provides public sector employers with the opportunity to review their approach to the recruitment and training of staff, and how apprenticeships can help them meet their organisational objectives.

At a time of increased budgetary pressures, public sector employers need to think strategically and creatively about how they create apprenticeships, the level at which they are offered, and who they are filled by (new recruits or existing employees). They will need to see how these apprenticeships and their associated progression pathways are consistent with or can be integrated into existing workforce development plans.

Learning and Work Institute has developed a series of case studies highlighting best practice and different approaches currently used by public sector organisations offering apprenticeships, and how they are responding to the levy and target.

The case studies aim to provide public sector organisations with ideas and examples of what might work for them, how these work practically, and what the impacts and benefits might be for their organisation, their apprentices, and their service users.

 

What is the public sector target?

Delivering three million apprenticeships by 2020 is a key priority for the Government. To do this, Government is keen to ensure that the public sector is a model employer in this regard, leading by example and employing a significant proportion of apprentices to develop a skilled workforce for the future. Expanding the number of apprenticeships in the public sector will support growth in the programme and gives a clear sign that Government is investing in apprenticeships.

Government has given public bodies with 250 or more employees an average minimum target of 2.3% apprenticeship starts each year between now and 2020 based on the annual headcount of employees in England.
