Community Learning and Local Enterprise Partnerships

This report sets out the findings of research commissioned from the National Institute of Adult Continuing Education (NIACE) by the Department for Business, Innovation and Skills (BIS). The research addressed the following tasks:

  • scope Local Enterprise Partnerships’ (LEPs) understanding of community learning and its contribution to local skills strategies;
  • scope LEP understanding of the European Structural and Investment Fund (ESIF) Growth Programme 2014 – 2020 and its implications for LEPs;
  • scope LEP contact with community learning providers;
  • scope incentives and barriers to LEP/community learning provider engagement;
  • identify best practice examples for possible case studies and ‘talking heads’ clips;
  • identify possible LEP pilots for a crowdsourced community learning website;
  • plan and deliver a joint LEP/ community learning provider event; and
  • produce a report on the event outcomes.
