Commissioned by the Local Government Association, we worked with Policy in Practice to review the cumulative impact of welfare reform on people, communities and services.

We review and draw together a wide range of existing research on the impact of the reforms to identify key challenges and priorities for future policy making and local delivery.

We sought to understand whether the reforms were delivering their intended outcomes – reducing dependency, while protecting the poorest. It sets out the evidence on the impacts of welfare reform on households, individuals, communities and services across England; and to understand how those affected were responding to reforms.
